The Oregon Department of Transportation (ODOT), in collaboration with Deschutes County and the City of Bend, has initiated the US 97 & US 20 Refinement Plan to address land use and mobility issues around the north end of Bend.  The intent of the Refinement Plan is to guide the timing and location of future improvement projects that support the adjacent properties and preserve the integrity and regional mobility function of the two highways.  The project will take a 20-year look to establish a management plan for US 97 and US 20 so that each facility performs at a level consistent with its designation as a Statewide Highway, Expressway, and Freight Route within the context of the surrounding community.  When complete, the US 97 & US 20 Refinement Plan will inventory current conditions, predict traffic volumes at the end of the planning horizon year, and identify the nature and timing of improvements to ensure the highways meet the applicable mobility standards set by the Oregon Highway Plan.
