This interpretation of the 1988 Federal Manual of Uniform Traffic Control Devices from FHWA legitimizes PPLT. This Memorandum was sent from R. Clarke Bennett, Director, Office of Highway Safety, HHS-21, US DOT (Washington, D.C) to Wesley S. Mendenhall, Jr., Regional Administrator (HNG-06), Federal Highway Administration, Fort Worth, Texas on October 14, 1993:


"This is in response to Mr. James R. Craig's August 16 memorandum requesting an interpretation of the Manual of Uniform Traffic Control Devices (MUTCD) to permit "Dallas Phasing".

"Dallas Phasing" provides for a protected/permitted (five section) signal to display CIRCULAR GREEN for the left turn approach while the through movement approach signal displays CIRCULAR RED. We interpret Section 4B-6.7(c) of the MUTCD to permit "Dallas Phasing" if the five section display for the left-turn is shielded, hooded, louvered, positioned or designed so that the left turn signal displays are not seen by the through movement driver. The left-turn lane would then not be considered the same approach as the through lane(s).

The Texas Department of Transportation (DOT) has requested that section 4B-12.3(c) of the MUTCD be modified. Since modification to the MUTCD can only be done through the rulemaking process, we will consider the Texas DOT's request to change the MUTCD during the next rewrite of the MUTCD. For filing purposes this request has been numberred and titled "IV-121(I), Dallas Phasing".
